Our mission is to provide the most comprehensive in-depth vocational and psychological evaluations for private patients and litigation support. Our methodology combined with the breadth and depth of testing employed provides the most complete, accurate, and data-supported picture of the patient's condition

History

The Metropolitan Rehabilitation Services was founded in 1971 by Phillip B. Haber, M.S., Psy.D., as a private service offering vocational and psychological evaluation services to the residents of the Twin Cities Metropolitan area. In 1977, MRS became actively involved in vocational/psychological evaluations for the purposes of litigation support. The organization was purchased by the Metropolitan Medical Center hospital in 1980 and continued to provide a full range of vocational rehabilitation services. The professional staff has testified in courtrooms throughout the United States. Dr. King assumed ownership of the company in 2016 and MRS continues to engage in vocational/psychological rehabilitation of both physically, mentally, and cognitively disabled or impaired clients in both litigated and non-litigated matters.

Justin King, Psy.D., LP, CRC, D/ABVE, IPEC

Dr. Justin King assumed ownership of Metropolitan Rehabilitation Services in January of 2016. Dr. King earned his Bachelor of Arts Degree from Gustavus Adolphus College in 2007 where he studied Psychology. He subsequently completed his Doctorate in Clinical Psychology from the Minnesota School of Professional Psychology in 2012. Dr. King completed his Doctoral Internship through the Argosy Counseling Service where he worked with a variety of clientele offering career counseling as well as psychological therapy and assessment. After completing his internship, Dr. King worked as a psychologist in a private practice primarily conducting psychological evaluations for a variety of referral questions including ADHD, Learning Disabilities, and mood/anxiety disorders as well as providing individual and family therapy. Dr. King joined the staff at Metropolitan Rehabilitation Services in January of 2014. He completed advanced graduate training in both Rehabilitation Counseling and Forensic Vocational Rehabilitation while working under the supervision of Dr. Phillip Haber. Dorothy L Jenicke, Psy.D.
Post Doctoral Fellow

Dorothy Jenicke obtained her PsyD in Counseling Psychology in 2025 from Saint Mary’s University of Minnesota. She is fulfilling her post-doctoral licensure requirements under the supervision of Dr. Justin King. In her practice, Dorothy emphasizes understanding clients' unique backgrounds and creating a warm, welcoming environment where they can express themselves and be their authentic selves. She believes in meeting clients where they are and places significant importance on gender, cultural, and ethnic identity, which informs her clinical perspective. Dorothy employs a strengths-based and multicultural approach to therapy, aligning with her core values and guiding her personal and professional conduct.

Dorothy is dedicated to understanding how a client’s life experiences—such as family dynamics, relationships, and societal factors—intersect and impact their well-being and functioning. She advocates for customizing psychological services to meet each client's specific needs and collaboratively developing individualized treatment plans.

Dr. Jenicke earned her Bachelor of Science in Psychology from Michigan State University in 2011. Before advancing her psychology education, she served two terms with AmeriCorps, working with nonprofit organizations in Minnesota and Kansas that offered programs for disadvantaged youth and support for adolescents aging out of foster care. She then taught English as a second language in South Korea until the end of 2015. Upon returning to the United States, she received her Master of Arts in Counseling and Psychological Services from Saint Mary’s University of Minnesota – Rochester campus, where she completed training within a day treatment program for juvenile offenders. Her doctoral training included experience at a college counseling center, a private practice clinic serving rural areas of Minnesota, and a program addressing co-occurring substance use and mental health disorders. In August 2024, she completed her pre-doctoral internship at the Fargo VA in Health Service Psychology, where she received supervision and training in evidence-based therapies for post-traumatic stress disorder, insomnia, and nightmares, as well as in the assessment of cognitive and memory issues, attention-deficit/hyperactivity disorder, and complex mental health symptoms.
